James Packer, Chapter buy another blue ribbon site
James Packer’s NPACT with Chapter Group have unveiled plans for an outgoing ULR Range Rover and Jaguar car dealership in Melbourne’s south east.
The pair only just settled on the 2595 square metre site, 1260-1272 Malvern Road, Malvern, marketed last year.
Permit-ready for a five level mixed use complex with 49 apartments and three retail tenancies, it cost $21.7 million.
Chapter and NPACT, with Gersh Investment Partners, are also replacing an ex-aged care facility in Balwyn’s Reid Estate with luxury apartments – a project called Maleela Rise.

Chapter and NPACT are planning 40 apartments for the Malvern site at the south west corner of Bonview Road.
Cera Stribley is the architect. Studio Tate with design the interiors. Jack Merlo will lay out the garden.
“Following the success of Maleela Rise, we’re confident this team can bring the same level of design excellence and vision to Malvern,” Chapter Group director, Dean Lefkos, said.
“Having successfully delivered projects in Armadale, Toorak, Prahran and Windsor, Chapter Group has a firm understanding of what discerning buyers in this pocket of Melbourne are looking for,” he added.
“We’ve learned the importance of designing with a customer first mindset…[and] ensure that every apartment reflects our priorities and non-negotiables in quality, functionality and experience,” according to the executive.
“From Maleela in particular, we’ve learned how important curated amenity is.
“Here, we’ll take those learnings and curate them for a Malvern audience – creating spaces that invite interaction and elevate everyday living
“It’s about crafting a real community – places with heart where neighbours know each other and there’s a genuine sense of belonging”.
