Green light for Melbourne growth corridor PSP
A long-awaited planning blueprint has unlocked Melbourne’s next major residential growth front, with one developer holding an outsized share of the land.
Planning Minister Sonya Kilkenny approved the Melton East Precinct Structure Plan last week, paving the way for nearly 12,000 homes for more than 36,000 people across the 1,005ha precinct east of Melton.
The plan also provides for seven schools, four community hubs, more than five MCGs of parks and reserves, three arterial roads, 14 intersections and five bridges.
3L Alliance the big winner
The privately owned developer told the Victorian Planning Authority last year it controlled 352ha within Melton East, with about 236ha classed as net developable area and capacity for about 5,500 lots – almost half the precinct’s net developable land.
This pocket is also master-planned for a convenience centre.
Other private landowners also stand to benefit from the PSP. VIP Woodlands Estate owns 21.95ha at 989–1029 Beattys Road, with the holding identified for residential development.
The Siriani family’s Yale, via Yale Asset Development 2, has about 24ha across two properties at Paynes Road in Grangefields.
About 17ha of that is developable (continues below).
A housing estate is also mooted.
Commercial product set to be delivered care of the Melton East PSP includes two neighbourhood activity centres and two local convenience centres (one, on 3L’s slice).
The northern activity centre will be the largest – planned to accommodate two full-line supermarkets, 13,500 sqm of retail and 2,500 sqm of commercial space.
The precinct sits about 35km north-west of Melbourne’s CBD, bounded by the Western Freeway, Melton Highway, Leakes Road and Kororoit Creek.
The Victorian Planning Authority began preparing the PSP in late 2021.
Formal gazettal is pending.
