Developer appointed to replace ex-water tank site
Development Victoria has awarded PDG the tender to develop a major apartment tower and park in Melbourne’s north east.
The former water tank site at 421 Upper Heidelberg Road, Ivanhoe, was decommissioned in 2004.
The proposal will contain 275 dwellings – 10 per cent for affordable housing – in a building to peak at 12 levels.
A 2000 square metre park to be known as 12 Forster St also forms part of the plan.

Eight years planning
Other stakeholders will be involved in the redevelopment of the 6220 square metre Ivanhoe site.
A planning application is expected to be lodged mid-year.
“Unused since 2004, the site will be transformed into a connected community with at least 10 per cent affordable housing alongside expanded green open space for locals to enjoy,” a spokesperson said.
“This milestone follows an eight year planning journey and marks the beginning of detailed design,” they added.
“Together [with Development Victoria] we look forward to shaping a precinct that reflects Ivanhoe’s character: connected, considered and community first,” (continues below).
Water tank site
Part of Melbourne’s water infrastructure since the early 1900s and last operated by Yarra Valley Water, the tank was sold by the Banyule City Council to Development Victoria in 2017.
The year later, the site was rezoned and granted planning controls enabling residential development.
The ex-water tank was razed in 2023.
Planning minister Sonya Kilkenny approved the apartment and park redevelopment in 2024.
Architectus was the designer.
Colliers’ Jozef Dickinson and Philip Heberling managed the tender for a development partner.
Law firm Allens acted for PDG.
This pocket of Ivanhoe is about nine kilometres from town.
