PDG unveils plan for ex-Yarra Valley Water site

PDG has slightly redesigned plans for a former water infrastructure site, which it won a state government tender to develop in March.

The state government razed the Ivanhoe water tank in 2024.

A total 287 dwellings are now planned for the 6221 square metre Ivanhoe block, at 421 Upper Heidelberg Road, at the the south-west corner of Bell Street.

The pocket is considered one of the most elevated in Melbourne.

The main tower will rise 12 levels.

A second building will be triple storey.

A landscaped forecourt will connect them.

The Development Victoria masterplan also includes a 2000 sqm park.

Development a step closer

Banyule Council sold the former tank to Development Victoria in 2017.

The land was rezoned the following year and buildings were razed in 2023.

Planning Minister Sonya Kilkenny approved a 2024 redevelopment proposal, comprising 275 apartments.

PDG’s application will progress through the state government’s Development Facilitation Program.

The Banyule Council and Department of Transport and Planning also need to sign off on the project (continues below).

The masterplan allows for a park at 12 Forster Street.

The block is opposite an ex-open-air car park Caydon redeveloped as a 17-storey apartment tower in 2019.

Caydon developed 443 Upper Heidelberg Road in 2019.

The pocket is considered to be one of the highest points in metropolitan Melbourne, offering postcard city skyline views.

Elevated site

DKO Architecture designed the project, with one, two and three bedroom units, 10 per cent of which will be allocated for affordable housing.

The park will contain a playground, activity lawn, timber climbing logs, a rock gathering circle and seating areas.

Resident-only amenity will include a space with barbecue and dining facilities, vegetable gardens and a co-working space.

“This is an opportunity to reimagine an important site and create a neighbourhood that delivers lasting benefits for Ivanhoe,” PDG founder and managing director Vince Giuliano, said.

“The vision brings together affordable housing, quality architecture, meaningful public open space and shared spaces that encourage people to connect, while respecting the site’s history and its place within the local community,” he added.

Ivanhoe is nine kilometres north-east of Melbourne’s CBD.
