Whitehorse City Council Rejects 38-Level Box Hill Proposal

The development site, on the north-west corner of Carrington and Station streets, was until recently owned by private developer Joel Freeman, owner of Richmond’s outgoing Dimmeys property, part of which is also earmarked to become an apartment tower.
 
Last April Mr Freeman sold the Box Hill site to a consortium of Chinese and Australian investors, headed by developer Francis Kwong. The new owners lodged an application with council to build the 38-level tower on the 9,150 square metre site last October.
 
Property Consultant Services director David Blanche, who is handling the planning application for the owner, said it is disappointed with council’s decision. An appeal is expected to be lodged with VCAT shortly.
 
Last month, VCAT approved plans for a 38-level, 133-metre tower to be developed on the site of the Capitol Bakeries building, on the north-west corner of Chapel Street and Toorak Road in South Yarra.
