Media and entertainment guru James Tutton has announced plans for yet another inner-city apartment project, again teaming with boutique developer Neometro to build Harper Lane – a 4-level, 62-unit apartment block near Neometro’s successful Luxe project, in Inkerman Street, St Kilda.
