FORZA Capital, the new investment vehicle created by breakaway Drapac senior directors Ashley Wain and Adam Murchie have made another commercial property play – paying $20.6 million for a low-rise office with redevelopment potential adjacent to the Exhibition Gardens and Melbourne Museum.

The five-level office (pictured, right) with 175 basement car parks at 15-31 Pelham Street in Carlton, near the CBD border, returns $1.74 million in annual rent and sold on a yield of 8.4 per cent.

Much of the asset’s value lies in its development potential – with the 3772 square metre block able to accommodate three or more major towers down the track. Carlton accommodates some of Melbourne’s most dense accommodation, configured as studios, or student accommodation. In 2010 local developer Grocon proposed a 280-metre, 89-level tower with 800 flats for a nearby Carlton site. It developed Victoria’s tallest skyscraper – the 297-metre 90-level Eureka Tower in Southbank, with 556 flats.

Brighton-based developer McMullin Group developed the 5907 square metre Pelham Street office in 1993, incorporating a historic red brick façade at ground level. Given the office’s proximity to various hospitals, major tenants including VicHealth and Brest Screening Victoria have been occupants since that time.

Bayley Stuart director Alasdair MacGillivray, who sold the asset with Andrew MacGillvray, said the sale price translated to a healthy land rate of $3487 per square metre. He said developers were attracted to the Mixed Use zoning, and the fact the is not restricted by height controls. Also showing an interest he said were medical related fund managers, private investors and syndicates.

Just two months ago Mr Wain and Mr Murchie were awarded a settlement by the Supreme Court of Victoria following their famous corporate divorce from Drapac in 2009. The court noted the directors played an important part growing the global Drapac, which as well as developing became notorious within the industry for land banking major sites in upcoming areas.

Last year Forza paid $14 million for the iSelect headquarters, and an adjoining 4900 square metre development site in the south-east suburb of Cheltenham, 20 kilometres from town.

MELBOURNE based developer Grocon has unveiled plans for a carbon neutral apartment complex built entirely from timber.

The complex, Delta (pictured, right) will be developed on the former Carlton United Brewery site, on the Carlton-CBD suburb border.

Delta will include 50 flats, and be one storey taller than a similar tall timber structure, the Stadthaus in Hackney, East London, which currently holds the title as the tallest building of its type in the world.

Copied below is a Grocon statement about Delta:

Delta – “Passive House” Apartment Building

Grocon today announced an exciting new concept for Australia, with plans being developed for a
“Passive House” apartment building to be known as Delta.

Delta will be carbon neutral and built entirely from timber within the Carlton Brewery site, above the heritage-listed bluestone walls on Bouverie Street.

Ahead of the upcoming Green Cities Conference to be held in Melbourne, Grocon’s General
Manager Carlton Brewery, David Waldren, said the company wanted to extend and expand the
thinking from the greenest building in the country, Grocon’s carbon neutral Pixel.

“We want to go further than ever before in the development and construction industry,” he said.

“While Pixel is currently the greenest building in Australia, achieving a perfect score of 105 from
the Green Building Council of Australia (GBCA), we are now keen to take the next step by making that thinking widely available to home owners.

“With the Federal Government’s announcement that there will be a carbon price from July 1, 2012, we must all be ready for a new way of living and working. The carbon constrained economy is upon us.

“More importantly, we must commit ourselves to ensuring less carbon is emitted into the global
atmosphere to preserve the environment for generations to come.”

Mr Waldren said the Delta building would be designed to be ten storeys high, with 50 apartments.

The pre-fabricated structure will consist of high technology cross laminated timber, first developed in Switzerland, but not before used in Australia.

In another extension of the Pixel thinking, the project will utilise sustainably sourced and processed FSC certified wood products.

A similar tall timber structure is the Stadthaus in Hackney, East London, currently believed to be
the tallest building of its type in the world, although Delta is designed to be one storey taller.

Delta will be based on the “Passive House” Standard, well known throughout Europe. There are
around 20,000 houses, mainly in Austria, Germany and Scandanivia, which have been built to this standard in the past 20 years.

Mr Waldren said the concept behind the “Passive House” is to achieve the best indoor standard of heating and cooling possible – but captured in the way the house is designed and manufactured, rather than through the use of gas or electricity.

“A “Passive House” needs very little energy to achieve a high level of comfort and heats and cools itself,” he said.

“It has an airtight building envelope, is very well-insulated and the timber window frames feature
triple glazing.” The team working on Delta is the same as worked on Pixel – Grocon, studio 505 architects and sustainability consultants Umow Lai.

Mr Waldren said Delta was a quantum leap in terms of the Australian building and construction
industry. “Buildings like Delta will bring a new standard of comfort and quality to Australian residential settings,” he said.

“We believe homeowners should have the opportunity to take advantage of technology available
around the world and achieve the most sustainable home possible.

“This home dramatically reduces energy bills as it is incredibly energy efficient and uses renewable power sources.”

GIVEN the increasing number of apartment dwellers calling Melbourne’s inner north home, a “direct” trip between the Tullamarine and Eastern freeways - via the zoo and cemetery - can now consume motorist’s an hour, or more, largely because of amplified traffic congestion.

But it would appear in government planning meetings, bottlenecks like that around Elliott Avenue, Macarthur Road and the University of Melbourne have received less consideration than other crisis-ridden road systems – like the ones in suburbs between Seaford and Mt Martha where the $759 million (and many say unnecessary) Peninsula Link was recently given the green light.

Instead, the state government has appointed builder Australand to develop a major apartment compound at one of the inner-city’s last remaining vacant development sites, opposite the Melbourne General Cemetery, the University of Melbourne – and the busy roundabout that connects these two sites to Swanston Street.

With joint venture partners St Hilliers and Citta Properties – which was involved in the hugely controversial St Kilda Triangle redevelopment – Australand will build its new project, Lume, around the historic Queen Elizabeth Centre buildings – at the suburb border of Carlton, Carlton North and Parkville.

Lume will include three towers ranging in height from four to six levels around the block bound by Cemetery Road East, Cardigan, Keppell and Swanston streets.

Upon completion Lume will include 148 flats, more than a third of which will be allocated as public housing.

Lume will also include 111 car parks.

The new development comes 18 months after Housing Minister Richard Wynn granted the same consortium permission to replace low-rise commission flats in Carlton, with Viva – a $260 million public housing-based project that, like Lume, private investors could buy into.

Australand is also building a $160 million, 18-hectare public housing based village for the government in Westmeadows, near Melbourne Airport.

Another ambitious commission-flat based project spreads over two suburbs in the south-east: Ashwood and Chadstone, and includes 280 dwellings in six towers.

About 75 per cent of units in that $140 million Ashwood Chadstone Gateway project will be allocated as public housing.

Grocon owns a majority of the undeveloped site, hidden behind bluestone walls. It bought the 1.6 hectare site from RMIT for $39 million in 2006. RMIT retained a small portion of the block.

“The apartments will be a mix of studio apartments, more affordable and suitable for students lower down, to the high-end luxury apartments near the top of the tower,” Grocon public relations adviser Jane Wilson told the Herald Sun. “

At least five major buildings are earmarked for the site.

RESIDENTIAL developers are circling two adjoining office buildings at the “Docklands” end of the CBD – being offloaded by the Nurses Board of Victoria.

The buildings, at 595 and 597 Little Collins Street, are expected to reap a total of about $12.5 million at auction next month.

The Board paid $4.1 million in March 2000 for 595, and $4.9 million in June 2008, for 597.

Combined the two buildings cover a ground area of about 1250 square metres, which would make it appropriate for at least one high rise tower, capable of soaring more than 30 levels.

Savills selling agent Clinton Baxter, who is marketing the site with Ryan McCormack and M3 Property Strategists, confirmed interest has come from residential developers, as well as owner occupiers.

The site is near the corner of Spencer and Collins streets, once a forgotten part of the CBD, but recently undergoing a resurgence, as the $12 billion Docklands rejuvenation takes shape.

Earlier this week, a 1011 square metre apartment development site formerly owned by Drapac on the corner of Victoria and Leicester streets in Carlton sold for $10 million to a developer with Asian links, and with a permit for a 19-level, 214-unit apartment tower.

The State Government is believed to have outmuscled private developers to snare a 1600 square metre Carlton development site, it plans to develop into a major affordable housing project.

Sources say the government’s Affordable Housing arm – now known as the Housing Innovations Unit – will pay about $8.5 million for the large site at 660 – 670 Elizabeth Street, between Pelham and Queensberry streets, opposite Melbourne City Toyota.

The property, which has rear access to Berkeley Street is expected to make way for an apartment village, likely to be developed in conjunction with a private developer. The project is speculated to have an end value of more than $50 million.

The Elizabeth Street site has traded as the Timber Hardware Exchange for years, and was offloaded by Ridgeway Plumbing director Phil Ridgeway.

It’s understood the site which was for sale off-market, attracted interest from private developers to unlisted property developers, who could build apartments, offices, retail showrooms – or a mixture of all three. One option, said to be worth around $7.5 million, just lapsed when the government swooped in with its $8.5 million offer, sources say.
